Czech general practitioners are gearing up for a strike at the end of October in response to proposed changes in the national healthcare funding regulations. The planned protest, set for October 29th and 30th, is a direct reaction to what the practitioners see as inadequate funding increases in the proposed reimbursement regulation for the next year.

The protest could see around 7,000 clinics shutting their doors, with notices on their premises providing emergency contact information, should urgent care be needed during the closure. The decision to strike stems from a dispute over a proposed reimbursement increment of only 2.83%, falling short of the expected 3.3% that practitioners consider necessary. These increments are funded through public insurance.

Petr Šonka, chair of the Association of General Practitioners, highlighted that the healthcare system currently suffers from significant accessibility problems, with approximately one million citizens lacking a designated primary care provider. Furthermore, residents in half of the Czech Republic endure poor access to pediatric services, and a third experience similar issues regarding general practitioners for adults.

Šonka and the association have engaged in multiple discussions with the Ministry of Health to propose amendments that would better integrate primary care into the healthcare framework. They argue that the current regulation uncategorically favours hospital care. The association's dissatisfaction parallels that of the Czech-Moravian Hospital Association, which has threatened to escalate the matter to the Constitutional Court should the regulation remain unchanged.

Conversely, the Ministry of Health maintains that the contested funding regulation is still provisional, with room for minor adjustments, although it remains to be seen if these will address the core issues raised by practitioners. Ministry spokesperson Ondřej Jakob contends that any changes will balance the concerns of both public clinics and hospitals, noting that on the hospital side, the regulation is deemed necessary as is.

As the October deadline for finalising the regulation approaches, tensions continue to simmer between the practitioners and the government, with the potential for widespread disruption if the strike proceeds as planned.
